SCENARIO PLANNING

The Future of the Sacramento Region to 2025

In 2002, a diverse group of community leaders came together to participate in a structured exercise called, "Scenario Planning." These leaders took an engaging look at potential futures for the Sacramento Region. The result was four stories that project the reader into that future and an analysis of each. (see below)

No one can predict the future. But we can see in the present several trends which, moving on their current courses, will change the shape of the Sacramento Region between now and 2025.

Forewarned is forearmed.

These four stories were written with the input of a broad cross section of the region's citizens.

Paradise Lost
Paradise Lost reveals a world in which the regions economy booms but its leadership falters. Infighting, parochial thinking and lack of support for necessary public services result in the State's intervention to run a region those locals could not.

New Tech Mirage
New Tech Mirage portrays a world where the Sacramento Region makes a bid to become the New Tech Valley, but circumstances in the global marketplace, combined with mismanagement at home, lead to a failure of the ambitious strategy.

Silver Lining
Silver Lining is about cycles, not in the economy, but instead the weather. The Sacramento Region suffers a 500-year storm and is ill prepared for the flood. But the rebuilding effort reveals new strengths that might not have been tapped without such a challenge.

Rios De Oros
In Rios De Oros the region is able to achieve the balance necessary to create an economy that works. Investments on a variety of fronts are made in a coordinated, strategic plan to position the region for success on a global scale while meeting the needs for residents on a local and neighborhood scale.
